Since UI turned into a State-Owned Legal Entity (BHMN), there has actually been a paradigm shift towards improving the quality, efficiency, and modernization of UI. The academic community, who is loyal and intense in following UI’s internal developments, is certainly no stranger to this paradigm shift. One of the major changes in the management and governance structure at UI is the involvement of stakeholders (the government, the “academic community” consisting of lecturers, employees, students, and the community) who are members of the Board of Trustees (MWA). The UI Chancellor as the top executive leadership at UI is elected by and is responsible to the MWA.
Thus, according to logic and the principle of clarity in governance, as a unit that is structurally under the Chancellor, the Director of the Faculty who is the chief executive of the faculty level is chosen by and responsible to the Rector. The hope is that UI is truly a university, not multi-faculty. In relation to the above, in April 2003, MWA-UI issued a decree regarding the Procedure for Selection of Candidates for Director within the UI. The decree numbered 02/SK/MWA-UI/2003 contains five chapters and seven articles that regulate various matters related to the selection of candidates for directors, such as the requirements for candidates for directors, the selection committee for candidates for directors, and the selection process for candidates for directors. As a follow-up to the MWA Decree, the Rector of UI has issued Rector’s Decree Number 634/SK/R/UI/2003 concerning Instructions for the Implementation of the Selection Procedures for Candidate Faculty Directors in the UI Environment which contains clearer rules regarding the procedures for selecting candidates for Director candidates at UI.
The term “selection” is used instead of “election” (although selection or selection means election) to distinguish it from another term (which also means election) namely election. So, the Director’s “election” at UI is selection, not election. To avoid confusion that can be misleading, the term selection is used. The general election is an election and is based more on a person’s popularity, while the selection is based more on competence and integrity, in addition to the acceptability of a candidate for Director. Selection requires an assessment of the candidate. The term used is assessment and not assessment, because assessment is broader than just assessment. Assessment implies tracing (documents, history etc.) and leads to a complex and comprehensive assessment. Therefore, the selection committee for directors who will conduct an assessment of prospective directors must consist of those who have the ability and competence, not representatives of units under the faculty.
As a university, where education is the core activity, UI in regulating the relationship of authority and responsibility, continues to empower the Academic Senate, both at UI (SAUI) and at the faculty (SAF). In the new procedure for selecting candidates for Director, SAF has the authority to determine almost all members of the selection committee for candidate directors, only 1 (one) member of the selection committee for candidate directors is appointed by the Chancellor (in this case the Vice Chancellor). determine the number of members of the committee in the range of 6 to 12 people according to the consideration of the Faculty. The Director Candidate Selection Committee (PSCD) carries out the duties of the Rector’s Decree and is a university-level committee that is responsible to the Chancellor. All PSCD activities are charged to the university budget.

- Indonesian citizen and have never lost Indonesian citizenship.
- Permanently domiciled in the territory of the Unitary State of the Republic of Indonesia;
- Not yet 60 (sixty) years old when appointed as Director;
- Have integrity;
- Have a high commitment to the University
- Able to carry out the vision and mission in achieving UI goals;
- Physically and mentally healthy [*]
- Educated and holds a Doctorate, or Specialist which is equivalent to a Doctorate;
- Have a high leadership spirit;
- Have managerial skills and entrepreneurial spirit;
- Have creativity for the potential development of Faculties/Schools/Vocational Education Programs and UI;
- Broad-minded about higher education;
- Has never been a convict or been charged with a criminal act with the threat of imprisonment for at least 5 (five) years;
- Free from political and economic interests, not affiliated with political parties, and free from conflicts of personal or group interests that conflict with the interests of UI;
- Willing to carry out duties as Director of the Faculty at UI; and
- Never violated the Code of Ethics and Code of Conduct;

- Submit a photocopy of NPWP;
- Submit a complete curriculum vitae that includes:
- data executive summary of curriculum vitae
- no more than 2 pages, provided that: font: Arial; size: 11, space: 1, left-right-top-bottom margin: 4-3-3-3 cm [**] ;
- Submit a paper describing the candidate’s motivation to become a Director at UI, as well as his thoughts on the Strategic Plan and its work program based on the vision, mission, and general policies, which must be submitted in 2 versions of this description, namely: a complete description;

- Provide a written statement with sufficient stamp duty, that it is not in legal process, is not carrying out a sentence, and has not been deprived of its right to hold public office; and
